Who is a Mandated Reporter?

The state of California Penal Code 11166a defines the following as Mandated Reporters
When in the scope of one’s professional capacity or within the scope of one’s employment, has knowledge of or observes a child whom one knows or reasonably suspects has been the victim of child abuse or neglect. The mandated reporter shall make an initial report by telephone to the agency (San Joaquin County Child Protective Services 209-468-1333) immediately or as soon as is practicably possible, and shall prepare and send, fax, (209-468-1827) a written follow-up report within 36 hours of receiving the information concerning the incident.
